Local Presence is mandatory for the Norwegian .NO domain.

Only Norwegian citizens and organizations based in Norway, are allowed to register .NO domain names. The Norwegian public Registry is called NORID (Norwegian ID), and this state official organization has a number of registrars, like Active Data Norge (Adata) / Local Presence.
